The Ohio Department of Health in Columbus, Ohio is currently seeking applicants for the cancer registry manager position in Ohio’s cancer registry, the Ohio Cancer Incidence Surveillance System (OCISS). The position is a Health Planning Administrator 2, Position Number 20013632.
Responsibilities:
Manages the Cancer Surveillance Program (i.e., Ohio Cancer Incidence Surveillance System [OCISS]): develops and monitors program goals and objectives; develops and monitors program budget, including federal grants and other funds; directs grant administration and contracts of the program; develops and oversees implementation of program performance standards (i.e., assures appropriate quality control measures for the reporting, entry, and release of cancer cases and data, monitors legal reporting compliance by all providers required to report and takes appropriate action in accordance with OAC), coordinates variety of administrative activities in accordance with agency, state and federal laws, rules and regulations to accomplish program operations. Works to increase program efficiency and improve methods for program evaluation and accountability (e.g., develops routine management reports to monitor improvements in areas of productivity, data quality and completeness, reporting source compliance, program efficiency); formulates and directs the implementation of policies and procedures related to the collection and processing of cancer case reports (i.e., establishes goals and objectives; formulates review and development of pertinent legislation and administrative rules for the operations of OCISS; assures compliance with legislation including such areas as cancer case reporting, confidentiality and release of case reports, and non-compliance with reporting requirements). Implements quality control measures and requirements for reporting sources, including audits of reporting. Develops and implements effective operations procedures in all program areas, including assessment of functions to assure efficiency. Promotes the use of OCISS data and oversees the development of policies and procedures for the release of data, reviews requests for data release, assuring compliance with all applicable state and federal laws, rules and departmental policies, including confidentiality of case reports. Assures OCISS data are available and used by other ODH programs, local health departments, and researchers for program planning and evaluation purposes, including disease prevention and intervention. Seeks input from these groups to improve OCISS data. Maintains program staffing, supervises assigned staff, monitors and reviews work, interviews, selects and trains new employees, approves leave and recommends disciplinary actions when necessary. Oversees training needs of staff (e.g., assesses and provides staff training, refers staff to appropriate training resources).
Assures information systems are in place to support OCISS program operations, including data entry and file uploading software, electronic pathology reporting, and record consolidation and assures the systems meet Ohio and CDC and other national standards for data collection, data editing, data submission, including security and confidentiality. Assures cancer data are linked with other ODH data, as required, including data from Vital Statistics Death Certificates and ODH’s Breast and Cervical Cancer Program to identify any cancer cases not reported to the registry. Actively participates in national workgroups addressing information system issues for cancer registries.
Coordinates advisory groups to OCISS to include establishing membership and meeting agenda, and to assure documentation and follow-through on action items. Acts as liaison between various ODH Units, Bureaus, and Divisions (e.g., Virtual Cancer Program), other government agencies (e.g., local health departments, Centers for Disease Control and Prevention) and local community and professional groups (e.g., Ohio Partners for Cancer Control) to assure the availability and use of OCISS data by these other areas. Participates as a member of advisory committees and workgroups using OCISS data for cancer prevention and control in Ohio.
Prepares and delivers speeches to professional and community groups. Attends variety of state and national meetings and conferences to share information about OCISS and to identify ways to improve OCISS. Originates correspondence and responds to inquiries and complaints from other state agencies, local health departments, and the medical community. As assigned, serves as a member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
Minimum Qualifications:
Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field, or public policy & management/public administration or business administration; 12 months experience in planning & administering health program(s), with education & experience to be commensurate with position description; OR 4 years experience in planning & administering health program(s), with experience to be commensurate with position description.
